How much power exactly does Britney's father have?

As temporary conservator, her father has widespread control for about four to six weeks over her finances and her basic medical care – but no authority over her psychiatric treatment. It's clear the father had solid, clinical evidence as to why Ms. Spears cannot make decisions for herself at this time.

What say does her father have in her current hospitalization?

He can present information and express the family's concern to Ms. Spears's psychiatrist. But until her 72-hour hold expires sometime Sunday, only her doctor has authority to treat and/or release her. In addition, it would be very difficult at this time for the Spears family to move their daughter out of state for any reason

Britney: "Flight And Kidnap Risk"

Britney Spears' 72 hours are almost up, but she may want to hold off on packing her bags just yet—whether to leave the hospital or head for beyond.

While the 26-year-old is in the final throes of her 5150 hold at UCLA Medical Center—which would theoretically allow her release sometime between 2 a.m. and 4 a.m. Sunday morning—a source close to the situation told E! News there is no more than "a 5 percent chance" she will check out of the hospital this weekend.

"The best place for Britney right now is where she is," the source said. "The longer she remains there, the better it is for her."

News that Spears may be prolonging her stay in the hospital's psych ward, where she has been undergoing a battery of mental evaluations since voluntarily checking into the facility in the early-morning hours Thursday, comes in the wake of confirmation that even if she's allowed to leave the hospital, she won't get far.

E! News has confirmed that during the emergency Friday afternoon hearing, in which the singer's father, Jamie Spears, and attorney Andrew Wallete were appointed temporary coconservatorship over decisions pertaining to the Blackout singer's estate and a restraining order was granted on behalf of Spears against manager-pal Sam Lutfi, court commissioner Reva Goetz said a free Spears had the potential to be either a "flight or kidnapping risk."

While neither Goetz nor attorneys for Spears mentioned in the hearing who they feared posed the possible risk of facilitating either a flight or kidnap situation, the source told E! News the Spears family was taking great precautions to ensure their daughter's safety.

"Britney will now be provided adequate security. She had been convinced in the past to do away with personal security by certain people in her life, and that was very dangerous. It was a possibly deadly situation."

The source also confirmed that the amped-up security measures were particularly in response to the kidnap risk, saying the real danger lay in what may happen if Spears leaves UCLA Medical Center without being in the proper state of mind, adding, "Should she be released too early, hypothetically someone could try to take her away."

As for how Spears is holding up in the hospital, the source told E! News the pop star was "ill and vulnerable" and that the family hoped she would remain in treatment as long as possible so as to prevent "another Cedars debacle."

Accusations roundly arose following Spears' previous hospitalization, which took place on Jan. 3 at Cedars-Sinai Medical Center, that the singer was prematurely released.

"This girl is getting the help she needs," the source said, while declining to state the singer's exact diagnosis. "It is very sad that this is even necessary."

Another sad yet apparently necessary action was taken Friday, when the Spears family went to court, something they were apparently loath to do.

"Everything has been chaos," the source told E! News, adding that Lynne and Jamie Spears were "together on everything."

"This was done very reluctantly, but it had to be done because of what has been done in terms of endangering her property, her health and her estate…They did not want to jeopardize her future as a mother. They wanted to make sure they were protecting this very vulnerable person and making sure she is safe. This is all very agonizing for the parents."

Slightly less agonizing, no doubt, was the decision to seek—and receive—a restraining order against Lutfi.

"There was significant and dangerous conduct that he exhibited," the source said. "It was not even a close call for the judge."

The order, which will be in effect for 22 days, effectively bars Lutfi from either going to Spears' home or visiting her at the hospital, for however long she remains there.

In what appears to be part of the Spears' family's attempt to completely extricate Lutfi from their daughter's life, the source told E! News that Britney's future with the Trope and Trope law firm, which has been representing the singer in her ongoing custody battle with Kevin Federline, is "uncertain."

In the past, the law firm has worked closely with Lutfi and counted him as an ally. A source previously confirmed to E! News that the manager was the go-between for all legal dealings between Spears and her attorneys.

Meanwhile, Trope and Trope, along with Federline's attorney, Mark Vincent Kaplan, are due back in a separate Los Angeles courtroom Monday, where a previously scheduled hearing in the custody battle is expected to take place.

Theft at Britney's House?

Law enforcement sources tell TMZ a crime report has been filed with the LAPD, alleging someone pilfered "valuable possessions" from Britney Spears' house after she was hospitalized at UCLA.

We're told the conservators filed the report, claiming the alleged theft occurred sometime between the time Britney was admitted to UCLA psych ward and the time the conservatorship papers were signed.

Sam Lutfi has not been named as a suspect, however, he had access to the house, and we know Brit's father, Jamie Spears, a co-conservator, strongly believes Sam has been up to no good.

Lutfi had no immediate comment.

Britney To Stay In Hospital For 14 Days

It's not that Lynne isn't qualified, but Lynne has a hard time saying 'no' to Britney, and that could become a conflict of interest, just like when Lynn wanted to be Britney's court appointed monitor on Oct. 30. It wasn't good then, and it's not good now."

Court Of Public Opinion: Sam v. Lynne

There's the LA County Court and then there's the court of public opinion and the Spears family is hoping to win in both.

And while Sam Lutfi seems to be losing the legal battle, he's got LOTS of contacts in the media world, including with X17.

It has been difficult, if not impossible for ALL media outlets over the past few days, to decipher the truth. Most of us have been hearing from Sam AND from Lynne Spears and much of what comes from each side directly contradicts what the other side says. So who to believe???

Some examples:

Wednesday night - Someone from Lynne's camp told us Britney had attempted suicide and that Lynne was rushing to her daughters side. It was later determined there had been no suicide attempt. Early the next morning, Sam Lutfi told X17 that Britney went willingly with emergency staff to the hospital.

The same evening, we were told that Sam was allowed in to see Britney and to give doctors Britney's recent medical history but Lynne told us Sam had not been allowed in.

Thursday evening - Sam told us he was the only visitor allowed in to Britney and Lynne told us Sam was prohibited from seeing her daughter. But why did Sam go out for In 'n Out Burger?

The truth is that no one knows the truth, other than the people who have been inside the hospital near Britney ...

And regarding everything leading up to this point, the "sources," as we in the media like to call them, giving us and all the other media outlets their information, are biased. And they are giving us biased information. Some of it's true, but some of it's not. X17 will do its best to pass on the info we get and when possible, we'll name our sources or at least try to tell you which side it's coming from.

LA Lawmaker Wants Anti-Paparazzi 'Safety Zone' Ordinance

A city councilman has proposed an ordinance to create a buffer zone between celebrities and the paparazzi who often swarm around them.

Councilman Dennis Zine said the measure would require several feet (meters) of space between photographers and celebrities to ensure a "personal safety zone."

"This is about common decency," Zine said Friday following a City Council meeting. "We don't want to put the media out of business, but there has to be some reason when they do their job."

Zine's motion proposing the ordinance said the buffer space must be big enough to allow cars and people to pass safely. It did not specify what penalties, if any, someone would face if someone violated the measure.

Last month, Britney Spears was taken from her home by paramedics amid a frenzy of photographers who crowded and chased the ambulance. This week she was again hospitalized, but a phalanx of police vehicles and a helicopter escorted the ambulance.

The motion notes that the paparazzi "are becoming increasingly aggressive in their tactics, posing a clear danger not only to the people they are trying to photograph, but to the general public around them."

Courtney Love Jumps To Britney Spears’ Defense

Lawyer Showdown In Britney Case

Sources tell TMZ Britney's divorce lawyers and the lawyers representing the conservatorship may collide in a "last one standing" dispute.

We know Britney's divorce team at the law firm of Trope and Trope has been dealing with newly-exiled Sam Lutfi and believes he is well-meaning. Jamie Spears, the freshly appointed co-conservator, has made it clear he dislikes the Trope firm and wants them out of Britney's life -- in large part because of the firm's alliance with Sam.

Lutfi is furious at the commissioner who issued the various orders today and has been in touch with Trope and Trope numerous times this afternoon. Based on those conversations, the firm believes the orders defy Britney's wishes because she feels great ill will toward her dad.

So here's the scenario: It's possible Trope and Trope could go to court Monday at 1:30 PM PT and challenge the choice of conservator. If Jamie Spears is in it for the long haul, it's also possible one of his first orders of business will be to 86 Trope and Trope from Britney's life.

Although the judge didn't say specifically who that someone was -- it's clear that person is Sam Lutfi.

The judge found, in effect, that Lutfi has been harassing Britney. Thus the civil harassment restraining order.

This will effectively bar Lutfi from going to the hospital.

The restraining order is in effect for 22 days, but uber-attorney Goldie Schon tells TMZ that Brit's folks could turn it into a permanent order at the end of those 22 days.

Conservators Have Broad Powers

The conservators - Jamie Spears and Andrew Wallet - can communicate with Brit's doctors and access medical records.

In terms of managing Brit's estate, the function of Wallet -- a respected lawyer who has handled many similar matters -- is to insure there is an independent voice in the management of her estate, and we're told that something Jamie and Lynne are down with.

The effect of the order is that Sam Lutfi has at least temporarily been shut out of Britney's world. He will not be able to go to her home or the hospital or have any other contact with her.
